Pediatrics & Adolescents

Marisel Santiago, MD
Dr. Santiago joined La Red Health Center in January 2012. She received her Doctor in Medicine from the Universidad Catolica Madre y Maestra in Santiago, Dominican Republic, and completed her internship at the Mayaguez Medical Center, in Mayaguez, Puerto Rico.
 
Dr. Santiago is a bilingual pediatrician who has lived and worked in the Sussex County area for the past several years, and as a result is very aware of the health care needs of its residents.

Maribel R. Woodward MD
Dr. Maribel R. Woodward is a pediatrician working with La Red Health Center since June 2019. She received her medical degree from La Universidad Nacional Autónoma de Honduras in Tegucigalpa, Honduras and her pediatric residency was at Morehouse School of Medicine in Atlanta, GA.  She also has a Master of Arts, Dance Movement Therapy from Gaucher College, Baltimore, MD (Fulbright Scholarship).
 
Dr Woodward has more than thirty-years experience as a physician and more than fifteen-years as a pediatrician.  She has been a primary care pediatrician in Delaware and in Georgia and she does medical missions to rural areas in Central America and the Caribbean. 
 
Prior to becoming a doctor in the USA, she worked in Hong Kong with the UNHCR (United Nations High Commissioner for Refugees) and with Vietnamese patients located in refugee camps. 
 
She is an avid road cyclist for more than a decade and she has participated in several cyclist events doing 50 to 100 miles in Arizona, Massachusetts, Delaware and Georgia.

Nieves Zaldivar, MD, F.A.A.P.
Dr. Zaldivar received her M.D from the Mount Sinai School of Medicine in New York. Prior to that, she earned a Bachelor of Science in Biology from the Institute of Havana in Cuba.
 
Dr. Zaldivar has over thirty years of clinical experience, and is a Fellow of the American Academy of Pediatrics. Dr. Zaldivar is also active in a number or organizations including the American Medical Association, American College of Physician Executives, and the National Association of Managed Care Physicians.
 
Dr. Zaldivar comes to La Red Health Center from the Nemours Pediatric Clinics in Milford and Seaford where she was a Staff Pediatrician. 
 
Dr. Zaldivar has received numerous honors and awards including being a Herman Muehlstein Scholar at the Muehlstein Foundation in New York.
Dr. Zaldivar is a member of the Alpha Omega Alpha Honor Medical Society.
 
Dr. Zaldivar has also authored and published many papers including: The Impact of Welfare Sanctions on the Health of Infants and Toddlers.

Cinarda Hamilton, MSN, RN, CPNP-PC
Cinarda is a PNCB board certified Pediatric Nurse Practitioner.  She graduated with a Bachelor's in Nursing from Jefferson University and earned a Master's in Advanced Practice specializing in Pediatric Primary Care. Her graduate research studies included the effectiveness of vitamins treating primary dysmenorrhea in female adolescents, which initiated a passion for Adolescent Health.
 
As a Registered Nurse, she has over 8 years of pediatric experience working at long-term care facilities and Medical daycare centers for fragile and chronically ill children. Cinarda is a member of Nation Association of Pediatric Nurse Practitionrs (NAPNAP), Society for Adolescent Health & Medicine (SAHM), and awarded Nurse Leadership by Sigma Theta Tau International (Nursing Honor Society) 
 
Cinarda loves being socially involved within her community by participating in fundraiser walks and enjoys taking daily walks with her family. During downtime, she enjoys blogging health topics and tips for teens and young adults. As a mother, she values the importance of open communication between parent and child, which she believes fosters a healthy relationship and a healthy lifestyle.

Fabricio J. Alarcon, MD, FACP, Chief Medical Officer

Dr. Alarcon completed his medical school at Cayetano Heredia Peruvian University, where he graduated in the top 10% of his class. He moved to the United States in 1994. He completed his Internal Medicine/Primary Care Residency training at The Cleveland Clinic Foundation in Cleveland, Ohio in 1998. He received the award of “Best Senior Resident of the Year” in 1997. He was subsequently elected Chief Medical Resident and served as such from 1998 to 1999.
 
Dr. Alarcon became board certified in Internal Medicine by the American Board of Internal Medicine in 1998, and recertified in 2018. He was subsequently honored as a Fellow of the American College of Physicians. Dr. Alarcon moved to Delaware in 1999, where he started his primary care practice.  
 
During his professional practice, he has dedicated his career to address serious problems that affect our community. This is reflected in the professional positions he holds. Dr. Alarcon is the Medical Director of La Red Health Center (a Federally Qualified Health Center awarded as level 3 Patient Centered Medical Home) that provides access to full range of primary care, behavioral health, substance abuse treatment, prenatal care, and dental services to uninsured and under-insured patients.
 
He is the founder and owner of Atlantic Family Physicians (a private medical practice) and Healthy Outcomes Medical Weight Loss Center that provides a comprehensive approach to the management of obesity and weight loss. Dr. Alarcon became board certified in Obesity Medicine by the American Board of Obesity Medicine, and he scored in the top 10% in the nation in his Obesity Medicine Board exam.
 
He is also the Medical Director of Addiction Medical Solutions and Addiction Medical Facility, that provide services to help our community deal with the opiate addiction epidemic as well as other substance addiction problems. Dr. Alarcon became board certified in Addiction Medicine by the American Board of Preventive Medicine in 2018.

Rolando E. Gonzalez, MD, FAAFP, Director of Family Medicine Services
Board Certified Family Physician
 
Dr. Gonzalez Diaz joined La Red Health Center in 2017 as a family physician. He  directs the day-to-day family health care services and operations, provides supervision and consultation to advanced practice providers. Dr. Gonzalez oversees the continuous educational activities of all family practice providers and other administrative duties. He is fluent in English and Spanish.
 
Dr. Gonzalez completed his medical school at Universidad Autonoma de Santo Domingo. He undertook his internship at Woodhull Medical Center in New York, continued his medical education at The Graduate Hospital in Philadelphia, and completed his Family Medicine Residency program from the Icahn Mount Sinai Medical School/ Bronx Lebanon Hospital in New York where he remained as a faculty member precepting residents and medical students in the inpatient and outpatient setting.
 
Dr. Gonzalez is Board Certified in Family Medicine and is a fellow of the American Academy of Family Physicians. He is a member of the  American Medical Association,  the American College of Physicians, and the New York Academy of Science.

Cheryl Rash, MSN, APRN, FNP-BC
Cheryl joined La Red Health Center in February, 2020 and works as a Family Nurse Practitioner at the Georgetown Family Practice site providing primary care assessment, diagnosis and treatment to adults and children.
 
Prior to joining La Red Health Center, Cheryl has over twenty-five years of clinical experience as a registered nurse and is certified as an ANCC-Family Nurse Practitioner.  Cheryl’s previous experience includes working in School Health, Christiana Care Health System, Visiting Nurse Association, with extensive Hi-Tech children needs, and Nanticoke Memorial Hospital. 
 
Cheryl earned Certified Dental Assistant from Medix School, an Associate Degree in Nursing from Delaware Technical and Community College. A Bachelor of Science and a Master of Science in Nursing from Wesley College with a focus on Health and Wellness Promotion and a post masters certificate Family Nurse Practitioner from Wilmington University.

Juliana Rossi, PA

Juliana Rosi is as a physician assistant at La Red Health Center. Juliana speaks Spanish and has more than 14 years of experience as a physician assistant, having served patients at Delmont Medical Care and Health 1 Medical both in New York. She also served as a surgical assistant and as a clinical exercise physiologist. She holds a Bachelor’s Degree from Binghamton University and a Master’s Degree from Adelphi University both in New York.

Oral Health

Christine A. Stinton, DMD, Chief Dental Officer
 
Dr. Stinton brings her knowledge of dental practice management techniques having fifteen years of clinical experience in general dentistry and six years of dental leadership and managerial experience. Dr. Stinton joined LRHC in March 2021 as a staff Dentist.  She is a 2006 graduate of Temple University School of Dentistry. She has her Bachelor of Science in Business Administration and prior to joining LRHC served as Assistant Professor for Rutgers University School of Dental Medicine.
 
Dr. Stinton actively treats and plans for comprehensive dental care using an interdisciplinary approach for all patents having had prior experience working in underserved communities. Her former role in academia has expanded her knowledge of clinical education as a faculty educator and mentor for students pursuing the profession of dentistry. She has volunteered her time to treat patients and provide dental services to rural multi-cultural and diverse populations in the United States and abroad. 
 
Dr. Stinton has volunteered for Give Kids a Smile Day and Veterans Smile Day. She has made numerous Dental Mission Trips to places such as Honduras, Romania, Tanzania and Calcutta.
 
In her spare time, she is an active runner and has completed four of the six world marathons and in pursuit of the next one. She enjoys the bike trails of Sussex county and the beautiful beaches Delaware has to offer.

Seth Ocampo, Registered Dental Hygienist
Seth is a registered dental hygienist who graduated from Delaware Technical Community College.

Cristine Schaar, Registered Dental Hygienist
Cristine is a Registered Dental Hygienist who graduated Summa Cum Laude from Delaware Technical Community College. Cristine was the president of the Dental Hygiene Class of 2019 and recipient of the Outstanding Clinician award.  
 
Cristine worked as a Dental Assistant for over 4 years before graduating from Wilmington University with a Bachelors of Health Science.

Kimberly Schaal, Registered Dental Hygienist
Kimberly obtained her Associate of Applied Science Degree, Dental Hygiene in May of 2019 and graduated with a 3.6 gpa from Delaware Technical community College
 
She brings to us exceptional patent rapport, strong interpersonal skills and outstanding organizational skills.  She received the Student total Achievement Recognition Awarded by Colgate, is a member of the American Dental Hygienist Association and is a Colgate Dental Health Advisor.

Behavioral Health

Kristine Hutchison, BHC
Kristine joined La Red Health Center in February of 2019 and works as a Behavioral Health Consultant the Milford Family Practice site.
 
Prior to joining La Red Health Center, Kristine has had over twenty years of experience in the Behavioral Health Field including working as a Military and Family Life Counselor at the Dover Air Force Base, a Counselor III at the Gateway Foundation Residential Treatment Center, a Program Manager at Brandywine Counseling and Community Services, a Therapist at the Center for Mental Wellness, and a Manager/ Therapist at Family Services of Northeast Wisconsin for their Women’s Recovery Journey Co –Occurring Treatment Program. 
 
In addition, Kristine has served as an Adjunct Instructor in the Masters of Counseling Program for Lakeland College in Green Bay, Wisconsin.
 
Kristine earned a Bachelor of Science Degree in Psychology from the University of Wisconsin-Stevens Point as well a Masters of Educational Psychology from the University of Wisconsin-Milwaukee. 
 
Kristine is licensed as a Professional Counselor of Mental Health by the National Board of Certified Counselors, and is a Certified Alcohol and Drug Counselor.

John Russum, Licensed Clinical Social Worker
John joined La Red Health Center in February of 2020 as the Administrator of LRHC’s Behavioral Health Team, which provides services out of the Georgetown, Milford and Seaford Family Practice Sites as well as the Sussex Technical High School 
 
John is a Licensed Clinical Social Worker with over 15 years of counseling experience who will work with adolescents and adults with behavioral health and substance use needs at the Georgetown Family Practice Site.
  
John’s previous experience includes working as the Director of Clinical Services for Dover Behavioral Health Systems, and working as an Allied Health Professional preforming psychiatric consultations for patients admitted to Bayhealth Hospital. 
 
John earned a Masters of Social Work from Delaware State University and also a Bachelor of Science in Psychology from Delaware State University.

Jesus Santana, Licensed Clinical Social Worker
Jesus is a biiingual Licensed Clinical Social Worker with over 7 years of counseling experience.
 
Jesus earned a Masters of Social Work from Delaware State University and a Bachelor of Arts from Baruch College.

James P. Rupp, MD, OBGYN
Dr. James P. Rupp is a Board Certified Obstetrician/Gynecologist. 
He received his Doctor of Medicine degree from Thomas Jefferson
Medical College in Philadelphia, Pa.
 
Dr. Rupp currently practices office and hospital Gynecology,
including traditional and micro invasive Gyn surgery, cancer screening,
fertility and osteoporosis therapy and incontinence diagnosis and therapy.  
 
Dr. Rupp comes to LRHC from private practice where he has had thirty years of experience in the practice of Gynecology.

Coleen Brogan, CNM, Certified Nurse Midwife
Coleen  holds  a BSN from Graceland College in Iowa and a Masters in Nursing at Case Western Reserve University in Cleveland, OH.
 
Coleen received a post graduate degree in Midwifery at the Frontier School of Midwifery & Family Health in KY.
 
Coleen has extensive experience and has practiced as a midwife on the East & West Coasts.

Heather Haddock, Certified Nurse Midwife
Heather joined La Red Health Center in January of 2022. She is Board Certified and has her Masters of Science in Nursing - Nurse-Midwifery. 
 
Heather is eager to care for women through triage, ante-partum, labor, delivery and post-partum experiences and able to provide GYN care to women through the lifespan.
