Rachel Hersh

Prior to serving as La Red Health Center’s chief executive officer, Rachel served as La Red’s deputy director. Rachel came to La Red Health Center from Pittsburgh, Pa., where she worked on the frontlines of healthcare as a staff nurse at Jefferson Hospital and later as a nurse manager, care coordinator, and RN educator at Sto-Rox Neighborhood Health Council, a federally qualified health center. She also served as Chief Operating Officer at Metro Community Health Center, also an FQHC.
Rachel also served as the Director of Community Health at the University of Pittsburgh’s Program Evaluation and Research Unit (PERU), where she oversaw a team focused on implementing and evaluating evidence-based programs to improve public health outcomes, with a strong emphasis on substance use disorder (SUD) prevention, treatment, and recovery, reducing the impact of SUD in communities. |

Fabricio Alarcon, MD, FACP

Dr. Alarcon holds his Doctor of Medicine degree from Cayetano Heredia University in Lima, Peru. He completed his residency at The Cleveland Clinic Foundation in the Primary Care/Internal Medicine Program. Dr. Alarcon is Board certified in Internal Medicine, a Basic and Advanced Cardiac Life Support Instructor and Provider and a member of the Educational Commission for Foreign Medical Graduates.
Dr. Alarcon is a Fellow of the American College of Physicians/American Society of Internal Medicine and serves on numerous committees. He has authored, published and presented over a dozen research papers. Dr. Alarcon has been La Red Health Center's Chief Medical Officer since its inception. Hobbies include Tennis and skydiving.

Rosa Rivera
Rosa Rivera was the Chief Operations Officer of the Henrietta Johnson Medical Center (HJMC), a multi-site family health care center offering comprehensive primary healthcare and dental services. Ms. Rivera was named Henrietta’s CEO in 2005 following 18 years with HJMC in a wide range of managerial capacities. After 27 years of service with the last ten years acting as the organization’s Chief Executive Officer, Ms. Rivera now serves as the Operations Officer of La Red Health Center.
A native of Puerto Rico, Rosa has lived in Wilmington, DE for the past 32 years. In 2006, Rosa received the Hispanic Professional Achiever Award from the Latin American Community Center and in October 2007 she received an award from ABC Channel 6 Community Advisory Board for her outstanding community service. Appointed by Governor Minner, Rosa served in the Delaware Healthy Mother and Infant Consortium and was a former member of the Governor’s Consortium on Hispanic Affairs.
Ms. Rivera also served as a volunteer Board Member for the Neighborhood House, Inc. in Wilmington and served for 8 years as Delaware’s Vice President for the Mid-Atlantic Association of Community Health Centers.
A graduate from Wilmington’s University, she earned her Bachelor’s degree in Business Management and graduated with honors Cum Laude. Rosa was inducted as a Delta Epsilon Rho.
